CALL FOR PROPOSALS WITH PROJECTS ON DEVELOPMENT COOPERATION AND SUPPORT FOR DEMOCRACY OF THE REPUBLIC OF LITHUANIA

Ministry of Foreign Affairs of the Republic of Lithuania calls for proposals for the implementation of projects on Development cooperation and support for democracy of the Republic of Lithuania.

In 2011, financing will be provided for the projects of development cooperation and support for democracy meeting the Lithuanian foreign policy priorities and the guidelines of development cooperation policies.

Proposed projects must contribute to the implementation of the United Nations Millennium Development Goals, development of the democracy, security and stability area, particularly in the neighbouring regions, in post-conflict areas, and to strengthen political, economic, social and cultural ties with countries in the region*.

Foreign Ministry invites to submit applications for the implementation of projects in the following areas and countries:

Ghor Province, Afghanistan:
• Support for good governance, strengthening of administrative and local NGO capacity.
• Support for economic and social development, health and education.
• Support for rural development, particularly in agricultural productivity increase.
• Promoting women's social activity.
• Engineering services in the province of Ghor, drafting of technical documentation of project proposals and technical supervision of project implementation.**

In Belarus:
• Support for regional development.
• Support for democratic movements and youth initiatives in Belarus.
• Support for civil society in promoting scientific and cultural cooperation.
• Promoting women's social activity.
• Support for environmental and climate change issues.

In Georgia:
• Support for regional development.
• Support for the war affected people of Georgia.
• Promoting women's social activity.
• Support for environmental and climate change issues.

In Moldova:
• Support for euro-ambitions of integration, especially in the areas of law enforcement, agriculture, customs.
• Support for civil society in promoting cooperation between non-governmental organizations and youth.
• Promoting women's social activity.
• Support for environmental and climate change issues.

In Palestine:
• Support for civil society in promoting scientific, cultural and youth cooperation.
• Capacity building of state institutions.

In Ukraine:
• Support for the euro-integration ambitions, in particular in agriculture standardization and certificates, modernization of urban utility networks.
• Support for regional development.
• Support for civil society in promoting scientific and cultural cooperation.
• Promoting women's social activity.
• Support for environmental and climate change issues.

In West African regions:
• Strengthening the capacity of state institutions in and the coast guard marine safety areas in Nigeria, with special emphasis on officer training.

Projects of public education and awareness of development cooperation:
• The projects aim to promote the Lithuanian society's support the country's development cooperation policy and contribute to its implementation. Different population groups should be explained the importance of development cooperation, its objectives and benefits to society.
• To present the countries-partner's view of Lithuania's support provided to them to the Lithuanian public.

Lithuanian and foreign legal and natural persons are invited to submit project applications.

The application of the established form in Lithuanian, English or Russian together with required attachments must be submitted for selection. One copy must be submitted by e-mail projektai@urm.lt and one by post at : Ministry of Foreign Affairs, Development Cooperation and Democracy Promotion Department, J. Applications will be accepted until 28 March 2011. Ministry for Foreign Affairs reserves the right to change the deadlines for the acceptance of applications and call for new tenders.

*Resolution of the Government of the Republic of Lithuania No 10 "On the approval of Regulations on the Policy of Development Co-operation of the Republic of Lithuania in 2011-2012" (Official Gazette, 2011, No 6).

**The engineer will work with the projects of the of Lithuanian development cooperation programme and Commander‘s emergency response programme (CERP). Duration of activities - by the end of 2011.

Areas of the engineer's activities:
Development of technical documentation of development cooperation projects in the field of infrastructure;
Project budgeting;
Supervision of project implementation;
Methodological and professional support for local engineers and builders;
Cooperation with international and local construction experts.

Requirements:
Higher university education in Civil Engineering or equivalent;
Experience in the field of construction design and supervision;
English language proficiency - level B2 (advanced user).

Advantages:
Knowledge of regional specificity;
Project development and management experience;
Civil engineer's certificate of qualification / certificates;
Russian language skills.
