1.3 Introduction

The Matra Programme has since the start of its implementation (1993) focused on supporting the transition of Central and Eastern European countries into pluriform democracies. Many countries in the region have made significant progress towards full-fledged democracy. Some of the transition challenges however remain.

It is obvious that further support in promoting active citizenship, a strong civil society, social dialogue and transparent and accountable government is still important. The aim of the modernised Matra Programme is to align as much as possible to those remaining present-day challenges that might vary in the respective countries. The modernised Programme will apply therefore a stronger geographical and thematic focus.

The Matra Programme will continue to contribute to the development of democracy and the rule of law; to encourage dialogue between government and civil society; to build capacity and strengthen the institutes of civil society and their relations with (local) governments; to strengthen bilateral cooperation. In order to be more efficient, the previous Matra instruments / sub-programmes (e.g. Matra Projects Programme, Matra Small Embassy Projects Programme, Matra KNIP, etc.) have been incorporated into one programme.

2. The Matra 2,0 programme

The revised Matra Programme focuses on three categories of countries, which include countries with EU accession prospects (Albania, Bosnia-Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia and Turkey), and EU’s eastern neighbours (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) and Russia.

2.1. Themes for Ukraine and Moldova

The number of themes to be addressed in each country differs. For Ukraine the following four broad topics will be in the spotlight:

  • Human Rights, Minorities and Media / Information Provision

  • Legislation and Rule of Law and Good Governance / Public Order / Policy-Making Processes / Overcoming Corruption

  • Welfare

  • Environmental Protection and Nature / Biodiversity (please see a special announcement for a call for proposals in the sphere of Nature / Biodiversity)

In Moldova the Programme will focus on two priority topics:

  • Human Rights, Minorities and Media / Information Provision
  • Welfare

2.2 Applicant organisations

The Matra Programme is open to NGOs, academic institutions and municipalities from both Ukraine and Moldova.

Grants will not be awarded to individuals, profit-making or unregistered organisations, or to political parties in Ukraine / Moldova and the Netherlands.

2.3 General Application Criteria

The Matra Programme has no deadline for applications. Project proposals can be submitted throughout the year. Applicants should supply one copy of the proposal preferably in English and Ukrainian / Russian. The application should also include a project summary in English (1-2 pages) describing the project’s problem and its relevance in the context of society transformation (urgency), ways to resolve the problem, the project’s results and the organisation’s capability of implementing the planned activities.

The project duration should not exceed 12 months. The maximum contribution per project is UAH 200,000 for Ukraine and EUR 15,000 for Moldova. Under strict conditions the maximum amount per project can be raised up to EUR 25,000 for both countries.

Different criteria will apply to project proposals submitted under thematical or regional calls for proposals announced by the Embassy of the Kingdom of the Netherlands in addition to the regular Matra Programme. The announcements informing about these calls for proposals will be placed separately on the Embassy’s web-site.


3. Matra Training for European Cooperation
Matra Training Programme for European Cooperation is a grants scheme, which allows education establishments located in the Netherlands to offer postgraduate courses to students from the target countries, including Ukraine and Moldova. 4. Matra Flex
Matra Flex provides financial resources for exchanges between ministries and their agencies in order to strengthen the network for European Cooperation at the governmental level. For more information please visit the web-site of the Agency for International Business and Cooperation (EVD).

Call for Proposals for EAST-INVEST

The European Commission has issued a call for proposals for a €7 million new regional investment and trade facilitation project EAST-INVEST. It is open to the countries involved in the Eastern Partnership, namely Ukraine, Belarus, Moldova, Armenia, Azerbaijan, and Georgia, and covers the period from 2010 to 2013.

EAST-INVEST is intended to contribute to the economic development of the Eastern Neighbourhood region and to the improvement of its business environment by facilitating networks between EU and Eastern Neighbourhood region public and private organisations.

EAST-INVEST will support the operation of the Eastern Partnership multilateral framework and help develop a small and medium enterprises (SME) facility, which is one of its six Flagship Initiatives.

The new trade facilitation project will aim to encourage new flows of Foreign Direct Investments (FDI) and to strengthen the investment promotion process between the EU and the Partner Countries, as well as between the Eastern Neighbours. More specifically, it will strive to:

  • strengthen public-private dialogue by integrating SMEs, business facilitators and selected public-sector SME facilitators into the networking mechanisms;
  • facilitate exchange of best practices and interconnections between EU and Eastern Neighbourhood companies in order to favour business co-operation agreements, mutual trade, transfer of technology, customs procedures, product standards , and investment;
  • develop the capacity of Eastern Neighbourhood SME support organisations to facilitate improved SME networking and trade development.

    The deadline for the submission of concept notes and applications is 4 March 2010.

CALL FOR PROPOSALS WITH PROJECTS ON DEVELOPMENT COOPERATION AND SUPPORT FOR DEMOCRACY OF THE REPUBLIC OF LITHUANIA

Ministry of Foreign Affairs of the Republic of Lithuania calls for proposals for the implementation of projects on Development cooperation and support for democracy of the Republic of Lithuania.

In 2011, financing will be provided for the projects of development cooperation and support for democracy meeting the Lithuanian foreign policy priorities and the guidelines of development cooperation policies.

Proposed projects must contribute to the implementation of the United Nations Millennium Development Goals, development of the democracy, security and stability area, particularly in the neighbouring regions, in post-conflict areas, and to strengthen political, economic, social and cultural ties with countries in the region*.

Foreign Ministry invites to submit applications for the implementation of projects in the following areas and countries:

Ghor Province, Afghanistan:
• Support for good governance, strengthening of administrative and local NGO capacity.
• Support for economic and social development, health and education.
• Support for rural development, particularly in agricultural productivity increase.
• Promoting women's social activity.
• Engineering services in the province of Ghor, drafting of technical documentation of project proposals and technical supervision of project implementation.**

In Belarus:
• Support for regional development.
• Support for democratic movements and youth initiatives in Belarus.
• Support for civil society in promoting scientific and cultural cooperation.
• Promoting women's social activity.
• Support for environmental and climate change issues.

In Georgia:
• Support for regional development.
• Support for the war affected people of Georgia.
• Promoting women's social activity.
• Support for environmental and climate change issues.

In Moldova:
• Support for euro-ambitions of integration, especially in the areas of law enforcement, agriculture, customs.
• Support for civil society in promoting cooperation between non-governmental organizations and youth.
• Promoting women's social activity.
• Support for environmental and climate change issues.

In Palestine:
• Support for civil society in promoting scientific, cultural and youth cooperation.
• Capacity building of state institutions.

In Ukraine:
• Support for the euro-integration ambitions, in particular in agriculture standardization and certificates, modernization of urban utility networks.
• Support for regional development.
• Support for civil society in promoting scientific and cultural cooperation.
• Promoting women's social activity.
• Support for environmental and climate change issues.

In West African regions:
• Strengthening the capacity of state institutions in and the coast guard marine safety areas in Nigeria, with special emphasis on officer training.

Projects of public education and awareness of development cooperation:
• The projects aim to promote the Lithuanian society's support the country's development cooperation policy and contribute to its implementation. Different population groups should be explained the importance of development cooperation, its objectives and benefits to society.
• To present the countries-partner's view of Lithuania's support provided to them to the Lithuanian public.

Lithuanian and foreign legal and natural persons are invited to submit project applications.

The application of the established form in Lithuanian, English or Russian together with required attachments must be submitted for selection. Applications will be accepted until 28 March 2011. Ministry for Foreign Affairs reserves the right to change the deadlines for the acceptance of applications and call for new tenders.

*Resolution of the Government of the Republic of Lithuania No 10 "On the approval of Regulations on the Policy of Development Co-operation of the Republic of Lithuania in 2011-2012" (Official Gazette, 2011, No 6).

**The engineer will work with the projects of the of Lithuanian development cooperation programme and Commander‘s emergency response programme (CERP). Duration of activities - by the end of 2011.

Areas of the engineer's activities:
Development of technical documentation of development cooperation projects in the field of infrastructure;
Project budgeting;
Supervision of project implementation;
Methodological and professional support for local engineers and builders;
Cooperation with international and local construction experts.

Requirements:
Higher university education in Civil Engineering or equivalent;
Experience in the field of construction design and supervision;
English language proficiency - level B2 (advanced user).

Advantages:
Knowledge of regional specificity;
Project development and management experience;
Civil engineer's certificate of qualification / certificates;
Russian language skills.
